Holly Tree limbs falling onto property

My garden backs onto Locksbrook Cemetery. There is a holly tree immediately outside my fence on a bank. It sheds multiple small branches on a daily basis which has always been a nuisance. Today it shed a larger branch, narrowly missing my cat and knocking plants on my garden table. Photos attached of larger and smaller branches plus one of the tree.
This is now becoming a major nuisance and potentially a hazard. I did request that the tree be pollarded nearly four years ago and I was asked to put in an application for a private pruning. It has clearly been heavily pollarded in the past and I can only assume this was thought necessary by the Council. I feel the Council does need to take responsibility for this tree and its daily shedding.

Thank you for your report. The trees, including this holly were inspected in 2024 and no significant defects found that would indicate the tree was likely to fail. Trees often have natural leans but this does not indicate a tree is unstable. Trees also do naturally shed small branches, if an inspector identifies branches that are likely to fail and cause damage or injury then action would be taken.
