Crap area beside Pulteney Bridge

I have reported these plastic boxes of weeds before. Although I don’t know what category they come under they are beside Pulteney Bridge and probably appear in photos that visitors take! The restaurant owner has no idea how to make planters look good and even in spring when new plants are springing up everywhere they are empty, have weeds or now one has teabags! See photo. I have tried to talk to her and explain how it gives a poor message to her customers but she doesnt understand. My previous complaint is being investigated but no success yet. Is there a department in the council that cares how this Grade 1 tourist attraction looks to visitors to our city? It maybe a private enterprise but the railings are owned by the council so that department can remove them. Why should the owners of this cafe make a busy part of UNESCO Bath look unkempt, messy, unloved and generally crap?
