Skip on road with no lights or reflective markings

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 9767345.

This skip has been placed on the road is a position which is quite close to a now complex junction with a zebra crossing at the end of Entry Rise - doesn’t help drivers be safe. Has it been licensed for here? In addition it fails to comply with statutory requirements for lights and reflective markings/bollards and is therefore hazardous and should be inspected by the council and any failings addressed
